In the end, the main goal is to survive long enough for the majority of zombies to decompose or be killed. The duration of survival would be dependent of the severity of the outbreak. After all that time you would still need to take precautions, there will still be some roaming around and other survivors may be a threat as well. The best thing to do is send out scouts and check surrounding areas for dead that are still living. You should never attempt to retake any major areas or move safe house locations in general unless there is a better or safer place that can be taken up. When wanting to have more living area, the best choice is to expand upon what you already have instead of trying to take somewhere else.

There will be zombies for possibly decades after on outbreak, given some may be preserved better in freezing and dry climate, and there would always be more people becoming victims of the previously risen. You need to make contact with other survivors if possible and try to reestablish humanity. The most important thing is survival, not just your own, but the survival of the human race.
